Lately, house rules are a popular topic amongst David, Oskar and I.
Oskar regressed a few months ago and wouldn't eat unless I fed him. He had been feeding himself with spoon or fork just fine prior to this stage. Then he needed to sit in my lap which I loved because of the free cuddles, but knew that long term it wasn't sustainable.
It seemed to me like a phase that was brought on cause of Gus' frequent presence in my lap during meals and that it would soon pass. It has gotten better, but seems as though it could safely be nipped in the bud.
New rules: Family meals are eaten with butt in chair. After being excused and clearing plate, Oskar is allowed to eat dessert, only if finished dinner to parent's satisfaction (two more bites is a common negotiation), in his mommy's lap.
The exception....Oskar and I often eat an early dinner just the two of us..Gus sleeps, plays or oversees us. This dinner is enjoyed in the kitchen on stools at the butcher block. It is a more informal affair but same rules apply but not as necessary.
In this picture, it was a holiday so no rules apply...breakfast in pjs. :-)

Sounds like just a little stage of "regression" which is typical of kids having a new baby in the group. Maybe you can have a little "snuggle time" after the meal if he follows the rules! : )
